GRM Performance Report for January to March 2025

During the reporting period January to March 2025, one new grievance was recorded. This grievance related to a stakeholder's concern about the potential loss of use of a traditional trail that bisected a property that the Government of Saint Lucia would be acquiring for well pad development. This trail provided residents with access to their nearby farms and the district river. This grievance was promptly addressed by reviewing the well pad design to include an improved trail along part of the perimeter of the well pad thus guaranteeing residents continued use and access of the trail.

Notwithstanding, two existing grievances also remained open, however, they are actively being addressed. One grievance related to a request for designs of the layout of the water infrastructure and the location of streetlights along the Belle Plaine access road while the other pertained to concerns about vibrations from drilling affecting the structural integrity of houses in the area .

The first grievant was recently updated and provided with the finalized design for the water infrastructure layout, as received from WASCO. With regards to the second request of the first grievant, the Electrical Division of the DIPT, together with the PIU, is scheduled to conduct a site visit, to determine the placement of the streetlights. Following this visit, the PAP will receive a final update, after which the grievance will be formally closed.

The second grievant was met with recently. However, despite the PlU's engagements and discussions about the monitoring of seismic activity in the area before and during drilling; the conduct of a building condition survey before drilling begins to provide a baseline of the condition of the houses pre-project and a grievance mechanism through which to report grievances, the matter remains unresolved because the grievant remains unconvinced with the responses. To maintain engagement, the project team will continue to visit the grievant on a regular schedule, offering updates on project developments.

A Consultant is to be engaged to prepare the Drafting Instructions and to consolidate existing policies, for submission to legal counsel for the establishment of the legislative and regulatory framework.
